11. CONSIDERATION OF MATTERS RELATING TO OPEN FORUM: in reply to query raised concerning Hampshire Farm and when this planning application was likely to be determined there was very little information and the Havant BC website was constantly being referred to for any information.
12. CORRESPONDENCE: Highlighted that Bishops Palace garden was open. Informed that Westbourne Greening Campaign would be attending conference in London on 20th July. There had been an enquiry from Southbourne Parish Council regarding initial contact for information about starting a Greening campaign.
13. PUBLIC SERVICE COMMITTEE DEVELOPMENTS: Cllr Hitchcock reported that grant funding of £552 had been received from CDC towards the refurbishment of the East Street fingerpost. Next fingerpost to be tackled would be to have the missing one at Marlpit Lane/Common Road
replaced. Lumley footpath was becoming overgrown again - waiting got Highway Rangers to clear.
14. RECREATION AND AMENITIES COMMITTEE UPDATE: Cllr Ricketts reported that work needed to be done on the fencing and goalpost to the Ballpark at Mill Road – strip down, rust remove and paint. Height barrier needs replacing at Mill Road. Post needs to be installed to rear of height barrier to eliminate rear access by bypassing the barrier. Agreed. NR to action. Goalposts were going in next day. Email had been received from resident overlooking Mill Road area expressing concern that goalposts and picnic tables will increase the ‘rowdism’ there. PCSO is aware of current issues and visits are made to the recreation ground as regularly as possible. Other regular users of the facility are a playgroup two or three times a week. At Monks Hill the sign for No Hard Ball Games and No Horses needs to be replaced. VO to action. The Horse Chestnut trees have been crown lifted. NR to try for additional grant funding for Monks Hill.

7. DISTRICT COUNCILLOR'S COMMENTS & QUESTIONS: Cllr Elliott referred to Andrew Tyrie’s appointment as Head of Treasury Select Committee. Local organic food available from Tuppenny Barn on the corner of Tuppenny Lane Southbourne every Thursday where there is also plans for a childrens learning centre. Question was asked as to whether recent statements issued by Eric Pickles will affect the LDF.

9. STANDING ORDERS: all councillors had copy of latest published version of Standing Orders. Standing Orders and Financial Regulations need to be in agreement with each other. Agenda item for Finance meeting.
10. CO_OPTION OF COUNCILLOR: the candidate who had expressed an interest had been written to and invited to attend this meeting. There had been no contact from the applicant and the lady had not attended this meeting. Vacancy therefore still remains – re-advertise on noticeboards.

12. CONSIDERATION OF MATTERS RELATING TO OPEN FORUM: query was raised as to exactly how many dwellings had been built in Chantry Hall – 28 or 29. Number to be checked but usually house number 13 is omitted so probability is that there are 28 dwellings but last house is number 29. Sale of vehicle from layby was discussed –car sale businesses are not allowed to sell from public highway but individual private owners drive around/park displaying ‘for sale’ notices. At Edgell Road parked vehicles often block the dropped kerbs. Mill Road still has potholes. In response to a query raised about gaining access from the end of King Street into the proposed Hampshire Farm development photographs taken by Cllr Todd were circulated. The bottom end of King Street is in private ownership and photographs showed just how wide the watercourse is at this point with the Mill Race then another piece of land in private ownership plus the river itself making quite a large expanse to be bridged and all in all involving four private landowners.
13. CORRESPONDENCE: West Sussex Highways had warned against proposed road closure for a parade in connection with Westbourne Club. CDC consultation on Grants & Concessions Policy deemed a ‘good document’. Election expenses for 5 May 2011 noted for Precept consideration. Email from CDC concerning local resident’s enquiry regarding Mill Road height barrier.

15. RECREATION AND AMENITIES COMMITTEE UPDATE: Cllr Ricketts reported Zurich Inspection report on Monks Hill play area had been noted. Further painting maintenance of equipment at Mill Road needed to be considered. Following site visit to Mill Road recommended that Junior goalposts be ordered – agreed. Progressively try to level the field. Discuss with CDC whether two more picnic tables can be funded through S106. Suggested that funding for new surfacing at Monks Hill play area be gradually accumulated through precept.

A Bryan advised that he would likely be resigning as WSCC Tree Warden as he was unable to attend the meetings which were always held at 10.00am on an appointed Tuesday. Whoever took on the appointment needed to be available during the day. Suggested that Tree Warden be an item for newsletter.
5. COMMITTEE MANDATES: no changes were considered necessary to the mandates. Confirmed that in an emergency Public Service Committee could spend an amount of £1000 with the authority of Chair of PS Committee, Council Chair and/or Vice Chair in conjunction with the RFO.

9. MATTERS ARISING: Hampshire Farm: copy of the response from Chichester District Council had not yet been received. The WSCC Highway Officer who had been liasing with East Hants was leaving his post. Confirmed that the pharmacy at Bosmere Medical Centre at Havant was solely a dispensing pharmacy (did not sell toothpaste, soap, shampoo etc) The Southern Co-opertive had been contacted to make them aware of the possibly changing situation in Westbourne. Parish Council had asked WSCC to look at issues in Long Copse Lane again and provided a number of photographs – thanks to D Todd. Footpath widths at the narrowest points along Westbourne Road were 38” & 40”. WSCC ideal width is 1.5m – 1.8m and WSCC is aware of these narrow points but there is no potential for starting again. South Chichester Local Committee – still some money in the Grant Fund.
10. POLICE COMMUNITY SUPPORT OFFICER: a monthly update report for Westbourne area was given by PCSO Colin Booker:- 4 reports of varied theft from money to milk bottles. 5 reported assaults, mainly from domestic incidents. Another sexual exposure incident between Westbourne & Westbourne resulting in an arrest with ongoing investigation. Parking issues (ie on double yellow lines etc) now under Civil Parking Enforcement Team 01243 534638 carpark@chichester.gov.uk

12. DISTRICT COUNCILLOR'S COMMENTS & QUESTIONS: Cllr Elliott emphasised ringing the Enforcement Team on parking issues. Cllr Elliott thanked and congratulated the parish councillors for the hard work put in over the past year. New tranch of grant money becoming available.

14. CONSIDERATION OF MATTERS RELATING TO OPEN FORUM: query was raised as to what was happening at Monks Farm with the house now being completely under shrouds. This would be referred to Chichester District Planning Department for an answer. Question as to how people had found the new Customer Services at Chichester District Council.
15. PROCEDURAL MATTERS REGARDING NEW COUNCILLORS: Clerk had requested that members confirm procedure for interviewing new councillors. Confirmed that a co-opted councillor be requested to attend a meeting and an item be on the agenda for the exchange of information and questions. Councillors would make a decision on any appointment later.
16. PUBLIC SERVICE COMMITTEE DEVELOPMENTS: Cllr Hitchcock reported that the East Street finger post had been completed – difficult to make a contact with JK Engineering. An Emergency Plan scenario would probably need to be put in place by end of summer.
17. RECREATION AND AMENITIES COMMITTEE UPDATE: Cllr Ricketts reported that new play bark had been put into Monks Hill play area. On 16th April Cllrs D Forster, D Todd & N Ricketts put up new swing chains & seats – thanks recorded & to D Forster for the use of his machinery. Three lads riding motor bikes on Village Green were spoken to & they duly apologised. Meeting arranged for Monday 17th May 6.30pm at Mill Road. Cllr A Day had found 2 smashed TV monitors in the skate park on one of his daily playground checks. A Day & V Owen had swept it all up & A Day had had to dispose of the items through the Amenity Tip – thanks recorded. Ball Park will need painting.
M Reed has advised that the Chestnut trees at Monks Hill are not diseased and can be crown lifted.
18. NEWSLETTER: Cllr Day reported on the arrangements that had been made with the Westbourne Magazine for the inclusion of a newsletter & asked for all contributions from councillors by 4th June.
19. CORRESPONDENCE: Leader or Directly Elected Mayor – the choice for CDC:- matter was discussed with a clear preference for a Leader. Message from Chief Inspector Ali Darge over the outcome of robbery at Austens Jewellers was hailed a good success.
