WESTBOURNE LOCAL HISTORY DAY – MORE TO COME

The History Day went well.

We had lots of visitors, lots of interest and some nice compliments, which made all the hard work worthwhile.

The news is that we have committed to do the show again at Emsworth Museum. This will be for a much longer period thus Group members may not always be available but Query Forms and Museum Stewards will be. The scale may be slightly reduced due to space constraints, but will include as much as we can possibly squeeze in.

The dates are April 4 to 23, at weekends, Easter Monday and St. Georges Day.

The Westbourne Local History Group presents a working exhibition of its interests in uncovering and recording the history of Westbourne, featuring

 

“Old Maps, New Names – The route to Emsworth and Westbourne via Cinsworth and Eastbourne”.

 

“The Lost Shops and Businesses of Westbourne”.

 

“The Watermills of Westbourne”.

 

Help chronicle the Watermills that existed in Westbourne, and help record the existence and demise of other businesses of Westbourne through old photographs and other media. Bring anything that you wish to be identified, and contribute your knowledge about the extensive collections on view.

Light Up Long Copse Lane!

As the expected application period for the proposed development of 260 houses draws closer, we’re planning to show everyone how much we all Love Long Copse Lane by planting thousands of daffodils and other bulbs along the verges to create a fantastic spectacle in spring time.

On Saturday 3rd November, 10am – 1pm we’re all meeting to plants the bulbs and we need all the help we can get! Please come along and help. Find us on Facebook and tell us you’re coming to the event if you can.

Westwood Close Planning Application

Westwood Close residents are facing an unwelcome planning application which has been submitted by Hampshire Homes.

CAMPAIGNERS have called for a planning application to be deferred to the Environment Agency amid fears a development could lead to flooding.  Residents have said Hampshire Homes’ plans for 46 homes east of Westwood Close, in Emsworth, could ‘pose a serious threat’ to the local water table after they were lodged with Havant Borough Council (HBC).

The build is pencilled for flood zone one land close to the River Ems – which according to the Environment Agency has less than a 0.1 per cent chance of flooding.  However, areas surrounding the site fall into flood zones two and three – which face a one per cent chance or greater of flooding from rivers in any given year.

Chairman of Havant Friends of the Earth, Ray Cobbett, says the proposals must be deferred so a development’s full, potential impact on the River Ems can be assessed.  ‘The potential consequences of dumping two acres of concrete beside the river are too horrifying to imagine,’ he said. ‘Apart from raising the water table to affect surrounding land there is the impact of pollution and its effect on the Brook Meadow Nature Reserve downstream of the housing site.’

The July application came in the same month the National Planning Policy Framework was updated to encourage development only where it will ‘enhance’ the environment.  Mr Cobbett – along with Westwood Close resident Rosie Lefevre – both believe this proposal would fail to do that.  ‘We know homes are needed, but we don’t believe this site can take it,’ Rosie said.  ‘This land is not ploughed and it does flood – it’s a sponge. And I worry the developers are not aware of exactly what can happen there.’

Developers and locals clash over proposed Emsworth homes Despite fears, property consultant Bryan Jezeph, on behalf of Hampshire Homes, said he believes there is ‘no issue with flooding’ and the revised NPPF ‘has not changed anything in respect of development’.  On the notion of an application referral, a spokesperson for HBC said it has consulted with 35 organisations on the plans – including  ecologists, the Environment Agency and Natural England.  It confirmed the plans would be assessed against the NPPF in its entirety and residents can comment on the application by August 22, by visiting bit.ly/2OH8NFM

Westbourne Neighbourhood Plan (NP)

After a three to four month delay – over which we had no control – the Examiner’s Report was finally received on 3rd April. Based on the hearing back in October, which appeared to go smoothly, we had expected the Report to be relatively benign and that, after making a few amendments, we would be able to take the NP to referendum. Unfortunately, that was not the case, and it would seem that further work is needed before the people of Westbourne can finally have their say as to whether the Plan is adopted as a statutory planning document. Rest assured we will continue to keep you informed and, should you require any further details, please do not hesitate to contact one of the members of the NP Steering Group.

Tree Wardens Required

In 1990, the Tree Council launched the national Tree Warden Scheme. It works with local authorities, voluntary organisations, parish councils and local partnerships to set up and develop Tree Warden networks in town, city and countryside.

Whilst Westbourne has plenty of trees – many of them of great significance – unlike neighbouring Emsworth, we don’t have any tree wardens. This, we feel, is an oversight, which is why Greening Westbourne is looking to recruit some.

As local tree champions, tree wardens are the eyes and ears of their neighbourhoods. Community involvement is a central aim of the Scheme and, working closely with tree officers and conservation bodies, being a warden provides those who feel that trees matter with an opportunity to:

  • Champion their local trees and woods
  • Plant and care for trees
  • Carry out woodland management
  • Set up tree nurseries using seeds collected locally
  • Survey trees and gather information about them
  • Provide early warning of threats, disease, decay or vandalism Involve their neighbours in tree projects
  • Get together with like-minded people for training and field trips
  • Spearhead Tree Council initiatives such as its Hedge Tree Campaign to reverse the decline of trees and hedges.

Westbourne Spring Clean Day Success

This will not be a rant about those who make the annual little pick a virtual necessity but rather a very big thankyou to those who turned out on what proved to be another wet Sunday afternoon. It would seem that CDC had had their own litter pickers out the previous week, which is why it was somewhat surprising that, within two hours, we managed to fill the bags pictured in the photograph below. It also confirms the need for our own litter pick.
