Westbourne Neighbourhood Plan (NP)

After a three to four month delay – over which we had no control – the Examiner’s Report was finally received on 3rd April. Based on the hearing back in October, which appeared to go smoothly, we had expected the Report to be relatively benign and that, after making a few amendments, we would be able to take the NP to referendum. Unfortunately, that was not the case, and it would seem that further work is needed before the people of Westbourne can finally have their say as to whether the Plan is adopted as a statutory planning document. Rest assured we will continue to keep you informed and, should you require any further details, please do not hesitate to contact one of the members of the NP Steering Group.

Annual Parish Assembly: Housing for Westbourne People

April 19th, 7pm – save the date!

RE: The urgent need for housing for young and older people in Westbourne

The Annual Parish Assembly takes place on Thursday 19 April 2018 from 7pm at The Meeting Place, North Street and will include guest speakers upon a Community Land Trust for Westbourne. Cheese and wine will be served.

We all realise there is an urgent need for housing for young and older people in Westbourne; housing that they can afford to live in.  We are setting up a Community Land Trust to help local people with the housing situation and to fund several other important village initiatives, such as establishing a village hub, creating a village car park and picnic area, modernising and re-equipping the Mill Road play area, introducing traffic-calming measures and pedestrian crossings in The Square, supporting local businesses and providing business starter units, organising a local transport scheme after the withdrawal of our buses, as well as providing high speed mobile and broadband services to the parish.

We have now been accepted onto Chichester District Council’s Community Led Housing programme and have secured initial funding of £10,000 and support from national agencies to get the Westbourne Land Trust up and running. However, we need the feedback and the ‘buy-in’ of the community.

So, we would like to see as many local people as possible there on Thursday evening, as we need your support and input as this project gets off the ground.

Neighbourhood Plan – Update

Your neighbourhood plan is nearing completion. The public hearing requested by the independent examiner took place on Wednesday 25th October. The session was well attended and the parish council was represented by Piers Mason (WPC and WNPSG), Roy Briscoe (WPC and WNPSG) and Patricia Goodhew (WNPSG). They were ably supported by our planning consultant Lisa Jackson. The fact that the hearing, which commenced at 10.00am, concluded shortly after 12.30pm is in no small measure down to the fact that our representatives had prepared themselves thoroughly and were therefore in a position to respond appropriately and effectively to the questions posed by Jeremy Edge, the independent examiner. We now await Mr Edge’s report and are relatively confident that only relatively minor changes will need to be made to the Plan before it goes to referendum early in the new year.

Please continue to follow updates in the Westbourne Magazine as well as on the Parish Council and Village websites as we will need your vote at the forthcoming referendum. Only if the neighbourhood plan gains the support of the parish will it become part of planning law, which will enable us to have a at least a degree of control with regard to any future development.

Westbourne Parish Council is looking to fill its two vacancies.

Applicants are invited to attend the Council meeting on Thursday 13 April, 7pm at The Meeting Place, North Street, Westbourne to give a short presentation of their skills and experiences, before a vote by the Council is carried out.

Westbourne currently has seven parish councillors and there are a total of nine places. The two vacancies will be filled by co-option – the process of appointing councillors following an election, which last took place in May 2015. The Council has a monthly evening meeting where it discusses issues across the Parish. The Council welcomes applications from all backgrounds. No previous experience is required and training is available.

Community Spring Clean Day, Sunday 9 April

Join Westbourne Parish Council’s Community Spring Clean Day on Sunday 9 April to help collect litter around the village. It’s a great opportunity to meet local people and to contribute towards making the village a place you are even prouder to live in. 

Last year’s event was a great success and the Parish Council were joined by 27 volunteers who collected 28 large bags of rubbish that had previously been littering the streets and hedgerows.

No experience is necessary – all you need to do is to meet at The Square at 2.30pm on Sunday 9 April, finishing at 4.30pm for refreshments at The Meeting Place in North Street. Litter picking tools, protective gloves, fluorescent vests and plastic sacks will be provided.

Update from Neighbourhood Plan Steering Group

We know that it is already one month old, but may we take this opportunity to wish everybody in Westbourne a very happy new year. We trust it has begun auspiciously.
On January 6th, the second pre-submission consultation period came to an end and we would like to thank all those of you took the trouble to attend the Drop-in Day in November and/or send in your comments. These have been added to several received from a number of statutory consultees and developers who have also commented on the Plan. It will probably come as no surprise to you that developers would like to build more houses than the 25 allocated to the Parish in the CDC Local Plan, something that we have been, and still are, at pains to prevent.
We are now working our way through every single comment, making decisions as to where changes to the Plan are needed. We are determined to ensure that, as far as possible, the wishes of the Parish – as communicated through the comprehensive consultation process – are respected whilst, at the same time, making sure that the Plan does not conflict with either the National Planning Policy Framework or the CDC Local Plan. Were it to do so, the Plan would not be given a green light when it goes to independent examination later this year.

We are hoping that any necessary amendments to the Plan will be in place by March and that it can then be submitted to CDC, who will undertake their own consultation. The NP will then be passed to the independent examiner and will finally go to referendum, when the people of Westbourne will be asked to decide whether or not they would like the NP to become an important addition to local planning law.

It seems to us an awful long time since we embarked upon this journey in 2013, but we are confident that having a neighbourhood plan in place will be of great benefit to the Parish, both in the present and the future. Westbourne Neighbourhood Plan drop in day this Sunday

November 27th 2pm to 4pm at the Meeting Place, North Street, Westbourne

The Westbourne Neighbourhood Plan second round Pre-Submission Consultation is underway. This consultation runs from November 14th to January 6th, with a ‘drop in’ day set for November 27th at the Meeting Place. At this drop in event printed copies will be available to those interested residents who do not have access to, or who do not wish to view, the revised documents online.
